Captain Jarod S. Toczko    

Deputy Commander – Sector San Francisco

 

Captain Jarod Toczko assumed the duties of Deputy Commander, U.S. Coast Guard Sector San Francisco in July 2024. As the Deputy Sector Commander and alternate Captain of the Port, he directs all Coast Guard missions in the Ports of San Francisco and Oakland, ensuring the safety and security of one of the Nation’s busiest and most economically important port complexes. Prior to this assignment, Captain Toczko served as a Secretary of Defense Executive Fellow at FedEx Corporation in Memphis, TN, where he joined the executive team to garner leadership insights, evaluate culture, organizational structure, and identify industry leading innovation and management practices for U.S. Coast Guard and Department of Defense application.

 

Specializing in response operations and crisis management, Captain Toczko has served in a variety of operational and staff assignments across the country during his 21-year career. He previously served as the Chief of Incident Management at U.S. Coast Guard Sector Houston-Galveston, TX, where he was the lead Federal On-scene Coordinator’s Representative and Search and Rescue Mission Coordinator, directing the response to “all hazards” incidents throughout a 40,000 square mile zone encompassing the Houston Ship Channel, Galveston and Trinity Bays and the western Gulf of Mexico from Lake Charles, LA to Freeport, TX. During his tenure, he led response operations during three historic Incident Command System Type 1 events that include Hurricane Harvey, the 2nd 80’s Petrochemical Tank Farm Fire, and the Bayport Channel Collision. His other operational assignments include Command Center Chief at Sector Long Island Sound, New Haven, CT; Interim Commanding Officer of Station New London, CT; and Deck Watch Officer aboard U.S. Coast Guard Cutter ASPEN in San Francisco, CA.

 

In his most recent staff assignment, as Chief of the Resources Management Division at the 14th Coast Guard District, Honolulu, HI, he served as the Commanding Officer of Military Personnel and principal advisor to the District Commander on all matters pertaining to personnel administration, financial management, and resource planning for 20 subordinate unit commands across Hawaii, Guam and the Far East, to include a total of 1,188 active, reserve, and civilian personnel and the execution of over $25M in annual operational funding.  His previous staff assignments include Program Reviewer in the Office of Budget and Programs (CG-821) at Coast Guard Headquarters in Washington, DC; Financial Management / Budget Analyst for the Assistant Commandant for Acquisitions (CG-928) at Coast Guard Headquarters in Washington, DC; and Command Duty Officer and Law Enforcement Duty Officer at the Pacific Area / 11th District Command Center in Alameda, CA.

 

A native of New Hartford, Connecticut, Captain Toczko holds a Master of Business Administration and a Master of Science in Accounting from Boston College, and a Bachelor of Science degree in Management, with high honors, from the U.S. Coast Guard Academy.  Captain Toczko and his wife Jennifer have three outstanding daughters.
