Commanding Officer
Lieutenant Andrew W. Loeffler
A native of Newark, DE, LT Loeffler enlisted in the Coast Guard in the fall of 2008. After graduating from Recruit Company Hotel-180, he reported to USCGC Legare (WMEC 912) in Portsmouth, VA, where he worked as a Deck Seaman and eventually struck the rating of Boatswain's Mate.
In 2010, he reported to CG STA Oxford, MD, where he earned his Boarding Officer and Coxswain certifications. In the winter of 2014, he graduated from Recruit Company Commander School in Cape May, NJ. He served as a lead and assistant Company Commander, training over 5,000 men and women destined to become the Coast Guard’s enlisted workforce. During this time, he also received his certification as a Master Training Specialist. In 2018, he was a graduate and class leader of Officer Candidate School 2-18, where he received the Commandant’s Leadership Award.
His officer assignments include Deck Watch Officer and commissioning crew of the USCGC Midgett (WMSL 757), Executive Officer of the USCGC Oliver Berry (WPC 1124), and Commanding Officer of the Southeast Regional fisheries Training Center in Charleston, South Carolina.
His personal awards include three Coast Guard Commendation medals, two Coast Guard Achievement medals, and various other personal and unit awards.

Executive Officer
Lieutenant Junior Grade Frank A. Joslin
Lieutenant Junior Grade Frank Joslin reported to USCGC Joseph Gerczak (WPC 1126) as the Executive Officer in June 2023.
For his first assignment, Lieutenant Junior Grade Joslin served as a Deck Watch Officer aboard USCGC Thetis, a 270-ft Medium Endurance Cutter homeported in Key West, Florida from June 2021 to June 2023 conducting counter-drug operations in the Western Caribbean and migrant interdiction operations in the Florida Straits and Windward Pass. In this tour, he served as the Weapons and Law Enforcement Officer, responsible for the maintenance, administration, and readiness of weapons systems, ammunition, and boarding teams. During his second year, he served as the Communications and Information Center Officer, responsible for the cutter’s tactical and intelligence operations, and all mission critical communication equipment.
Lieutenant Junior Grade Joslin graduated from the United States Coast Guard Academy in 2021 with a Bachelor of Science in Government.
