Captain Jessica Worst assumed command of U.S. Coast Guard Forces Micronesia/Sector Guam and U.S. Coast Guard Captain of the Port Guam Zone in October 2024, overseeing Service operations across the western Blue Pacific.

Prior to this role, she served as chief of the Current Operations Division at U.S. Northern Command, leading 85 joint force personnel and coordinating operations across combatant commands, interagency partners, and allied nations.

She previously served as executive officer of USCGC Healy (WAGB 20), the nation’s largest icebreaker, which circumnavigated North America in 2021. Before that, she was a federal executive fellow at the Brookings Institution.

Her earlier assignments include developing major components of the Service’s annual budget request as a program reviewer at Coast Guard Headquarters. She also commanded USCGC Sequoia (WLB 215) in Guam.

A native of Ledyard, Connecticut, she graduated from the U.S. Coast Guard Academy in 2000 and earned a master’s degree in oceanography from the University of Rhode Island in 2011.

Her awards include the Defense Superior Service Medal, Joint Service Commendation Medal, Meritorious Service Medal (2), Coast Guard Commendation Medal (5), Coast Guard Achievement Medal (2), and multiple team awards. She earned her Permanent Cutterman’s Insignia in 2008.

Commander Epperson serves as Deputy Sector Commander of Forces Micronesia/Sector Guam, overseeing the Service’s largest and most remote sector across Guam, the Commonwealth of the Northern Mariana Islands, Palau, the Federated States of Micronesia, and the Republic of the Marshall Islands.

Previously, as Response Department Head, he managed maritime law enforcement, security, and response activities. Prior to that, as Chief of Deployable Specialized Forces for Coast Guard Atlantic Area, he oversaw readiness of counterterrorism, port security, and high-risk maritime units.

He directed advanced maritime training at the Special Missions Training Center in Camp Lejeune and re-established the Advanced Tactical Operations Course as a Coast Guard training program.

Commander Epperson is a 2004 graduate of the Coast Guard Academy with a bachelor’s degree in operations research and computer analysis, and later earned a master’s degree in homeland security from American Military University.

His notable assignments include Officer-in-Charge of the Ceremonial Honor Guard in Washington, D.C., where he led more than 3,500 ceremonies including events for heads of state and national leaders. While deployed aboard USCGC Bear, he implemented the cutter’s first Force Protection program for African Command missions.

His decorations include the Coast Guard Meritorious Service Medal, five Coast Guard Commendation Medals, the Navy and Marine Corps Achievement Medal, and multiple personal and unit awards.

Commander Epperson lives in Guam with his wife, Rebecca, and their two daughters.

Master Chief Jeremy V. Thomas

Master Chief Jeremy Thomas serves as Command Master Chief for Forces Micronesia/Sector Guam. He is the principal senior enlisted advisor to the Commander, supporting workforce initiatives, mentoring programs, and operational readiness.

A native of Ontario, California, Master Chief Thomas enlisted in 1997. His distinguished service includes sector leadership roles, MSST LA/Long Beach, Pacific Strike Team, national emergency response, and pollution response coordination.

His awards include eight Coast Guard Commendation Medals with operational distinguishing devices, three Coast Guard Achievement Medals, the Spirit of the Chief Award, and the Alexander Palmer Haley Academic Excellence Award.

He and his wife, Mandy, are parents to Hailey, Hannah, Amelia, and Grayson — and proudly celebrate their daughter Hannah’s enlistment into the U.S. Coast Guard.
