Commanding Officer

Lieutenant Kenneth J. Franklin Jr.


CGC Oliver Berry CO's photoA native of Orchard Park, New York, Lieutenant Franklin graduated from the United States Coast Guard Academy in 2008 with a Bachelor of Science degree in Operations Research and Computer Analysis.  Upon commissioning, Lieutenant Franklin served as a Deck Watch Officer aboard USCGC RESOLUTE (WMEC 620), home ported in St. Petersburg, Florida.  Lieutenant Franklin subsequently served as the Commanding Officer aboard USCGC DOLPHIN (WPB 87354) in Miami, Florida from 2010-2012 and aboard USCGC DORADO (WPB 87306) in Crescent City, California from August 2012 to March 2013.


From 2013-2015, Lieutenant Franklin served as a Law Enforcement Duty Officer at District Eleven in Alameda, California and he then reported to CGC DEPENDABLE (WMEC 626) as the Operations Officer in 2015.  During his tour, DEPENDABLE patrolled the Caribbean Sea and Eastern Pacific Ocean and interdicted 2,937 kilograms of cocaine and 1,250 pounds of marijuana with an estimated street value of over $98 million.  Additionally, Lieutenant Franklin led the apprehension of 42 narcotics smugglers, the interdiction and processing of 103 illegal migrants, and saved 22 lives at sea.  Lieutenant Franklin reported to CGC OLIVER BERRY pre-commissioning detachment in March 2017.


Lieutenant Franklin earned a Master’s in Business Administration from Liberty University in 2015.  Lieutenant Franklin’s personal awards include the Coast Guard Commendation Medal (4 awards) and the Commandant’s Letter of Commendation.  He is a permanent Cutterman with over 6 years of sea service. 



Executive Officer

Lieutenant Junior Grade Peter M. Driscoll

CGC Oliver Berry XO's photoLTJG Peter M. Driscoll graduated from the U.S. Coast Guard Academy with a bachelor’s degree in government in May 2015.

Following his graduation, LTJG Driscoll served as the assistant operations officer aboard USCGC SEQUOIA (WLB 215), based in Apra Harbor, Guam. LTJG Driscoll participated in a variety of Coast Guard missions on SEQUOIA, including aids to navigation servicing, law enforcement and humanitarian assistance throughout theMarianas, Palau, Micronesia and the Marshall Islands. He reported to the USCGC OLIVER BERRY pre-commissioning detachment in March.

LTJG Driscoll’s personal awards include the Commandant’s Letter of Commendation with Operational Distinguishing Device and the Global War on Terrorism Service Medal. He is also a recipient of the Coast Guard’s Chief Journalist Alex Haley Award (2016).
